No. An empty seventh house simply means none of the calculated planets occupy that house in your chart. Houses do not disappear when they are empty. Astrologers can still consider the sign on the house, its ruler and other relationship placements when exploring partnership themes.

Most charts have empty houses because there are fewer commonly used planets than houses. Reading emptiness as a missing area of life would make that basic structure misleading.
